This, and drow have fairly long time horizons. Even if we won't live such long lives up on the surface there is no rush. It is still a low mana environment, just slightly less precarious than at the start, so it's possible drow have a lessened fertility due to it. The newborn would need caring for, too, for several years after being born. In the current environment it would be difficult to argue for an increased amount of childbirths when the colony constantly needs protection, food and production of most things that enable the Tei'kaliaths to live in reasonable comfort.
Also, I think you should disregard the possibility of twins entirely. They're rare in the underworld, on the surface they would likely be even more so, or have an increased mortality as newborns. Taking multiple births (twins, triplets etc) out of the equation would simplify things, and I think you should do so even for ferals.
If you're going to commission Vilx my suggestion would be to have him re-enable the making of couples, and ask him if he can set the amount of children a character can have to 2. Asking him to make different provisions for character's race would likely involve more work for him.
