Well it would depend entirely on the situation and multiple factors involved with the last one being the emotional and rational judgements of the one who might decide those things.

Personally, I want to know more about our Slaver leader just to understand. After I get that, then I can better advise our leader on what to do with her.

Option #1 would actually be pretty torturous if done for more than a few minutes provided she was actually ticklish.

how about mental torture? you don't damage goods but whoever cared about the merchandise being right in the head? As long as they do as they are told...
Haichun of the Harvesters used to be a scholar but not much to read or teach atm so what can you do really? OOO THERE GOES A LIZARD!!!

Provided she was ticklish Hetros, it could be a rather real and cruel form of torture. Where as a comfy chair was a joke.

I am not advocating we tickle her as it would be wrong in too many ways.

Good Goddess, Novusod, are you serious?

There are tortures such as pouring molten silver down a person's throat, inserting red hot needles underneath their fingernails, and letting disease-ridden vermin eat at your flesh, yet TICKLING is a "cruel form of torture?"

Again, we're not gonna torture anyone, but I think you've just walked off the edge of the map with that comment.

No, he's correct. If a person is ticklish, you can torture them that way.
It's a good way if you don't want any marks to show.

plus if word gets out the Teikaliath torture their enemies by tickeling we are going to be the joke of Chel. So to save our reputation we should pull out fingernails. :)

Tickling is definitely not in the same league as ripping out fingernails. But that is not to say It still can't be torturous if it is done against their will for long periods of time. I am pretty ticklish myself so I know I wouldn't be able to last more than 10 or 15 minutes. But you are right in the end it would make us the laughing stock of Chel. Tickling as torture would be something those mischievous surface fairies would try.

Just to note why it can work as a torture. ;)

If the person being tortured is restrained, the tickling can go on without any relief for the victim.
Since tickling produce laughter, prolonged tickling can and will (depending on the time passed and the sensitivity of the victim) cause damage to the thoracic diaphragm from the uncontrollable laughter, sometimes to the point of killing the victim (asphyxiation), or driving the person insane.
